Policy Studies


My experiences on the subject of educational policy development relate to conducting  research studies, developing  curricular materials, serving as team leader in committees over short and long periods, nationally and internationally. Some of these were results of action research projects.  

NATIONAL
1.      Currently Consultant Small Schools Model Development Project, NIE  Sri Lanka , action research study leading to policy formulation related to development of small schools in Sri Lanka ( according to UNESCO useful to be adapted in other developing countries as part of an international policy) – 2009 -2013

2.      Provided guidelines for the Education Commissions on the policies related to Non-Formal education, Primary education in Sri Lanka 1990- 2010

3.      Member of an expert team of the  Ministry of Higher Education in relation to Reforms in Universities  serving in the group  related to ‘Size and Structure’,  one of the three committees appointed by the Minister of Higher Education,, Sri Lanka -2008-09

4.      Consultant, ADB on the project on ‘Quality Improvement of Technical and Vocational Education’ related to policy changes in TE Sri Lanka, 2008

5.      Served as the Team Leader for  The Policy Plan on ‘Education, Human Resources  and Sports  Sector’ -  one of the 8 sectors identified for ( Madyama Lanka )  Central Province Development Plan under Prof. Buddadhasa Hewavitharana, Professor of Economics, University of Peradeniya - 1992 /93

6.      Consultant to the Centre for the Study of Human Rights (CSHR) , University of Colombo, on Human Rights Education Extension Services developed a policy on HR Education for adults, school leavers, university students, and community,  based on action research practices -1993-94 ( still on going at CSHR)

7.      Chief Project Officer , Department of Research, NIE, Sri Lanka 1985-88 led to perusal of studies on research conducted in education including studying of Commission Reports on Education since 1945

8.      As the Director for Non Formal and Technical Education at the NIE  developed a policy for the department of NFE and TE focussed on research, practices and pilot activities based on action research principles  providing guidelines ( mandate of NIE) for the MOE to scale the programmes as part of National Policy – 1987-1993    

9.      The National Education Commission headed by Bogoda Premaratne -1978- refers to my extension  programmes on ‘School and Community’ (1974 -78) in their report as exemplar materials on the subject, later leading to introduction of ‘School and Community’ as part of the Teacher Education Curriculum in Sri Lanka since 1978.


INTERNATIONAL

10.  Consultant on policy guidelines to UNESCO, Viet Nam on Disaster Risk
                         Management for schools - 2011

11.  Serve d as a Research Consultant to the Government of Germany and GIZ on  an International Research Group to study on Five  Fragile States Worldwide  on the Impact of ‘German Funds on Education’ and to recommend policy guidelines for further funding. I was responsible for Afghan Programme – 2011

12.  Researcher for Asia South Pacific Bureau of Education on a study of policies
 related to Sector Wide Approach for Education (SWAPe) in Sri Lanka -  2009

13.  Developing a policy on  ‘Curriculum and Teacher Trainer Programmes’ to
refugee schools universally, UNHCR, Geneva 2006-07

14.   Consultant to Royal Government of Bhutan and UNICEF, based on field research, developed an educational policy for Bhutan on Primary Education – 2002

15. Served as a member of the international team of researchers for Unesco  Institute          of Education (1994-96), Hamburg in developing a policy framework on ‘Adult Education’ for the UN Adult Education Forum 1997 - based on exemplar materials developed at the NIE

                    16. UNESCO and UNHCR ( Central Asia) as Basic Education Advisor (1994-  
                         2002) developed an Educational Policy for Afghanistan – 1995

                    17. Developed a policy on ‘Lifelong Education for Developing Countries’ , UIE
                          Unesco Institute for Education, Hamburg, 1985-86
